Context
The statement of satisfactory tenancy is a good tool for new landlords. It allows you to reduce the risk of offering a contract to a bad tenant. The old landlord is not obliged to cooperate in completing it. Nor is the tenant obliged to cooperate. The new landlord has freedom of contract and may decide not to sign a contract in that case.

What is a statement of satisfactory?
When someone moves to a new property, the new landlord may ask them to obtain a signed statement from their old landlord. This could be e.g. a private rental company or housing cooperative. It states whether someone was a good tenant, paid the rent on time and never caused a nuisance. You can compare this to a certificate from a former employer.
